Does anyone know how I can make an onsite update server for Linux? Like the Linux version of (W)SUS?

Will depend entirely on the Linux distro you're using. If Debian/Ubuntu or another Aptitude based distro, your best bet is probably
AptProxy
.
As for others, maybe a generic caching HTTP proxy could be used.
