So you're saying that making sure clouds rain before/after a specific area is not controlling the weather for that area?

Or are you just disappointed because it's not total control, and you wanted to find out they had a magic machine that could muster up a thunderstorm just by pulling a lever?

It's semantics, but I wouldn't really consider faffing around with clouds isn't really the same as making changes to a huge weather system. It's kind of like calling a bit of gardening terraforming.

The phrase "total control" (etc) exists because simply "control" itself is NOT defined as being absolute, or even significant.

Control is specifically described as "power to influence or guide" and "a means of limitation", and thus faffing with clouds is well within the acceptable description of "controlling the weather", because the weather was influenced and limited by not raining over the designated area.

Nobody made any claims about being in total control of huge weather systems.

Was he? You're reading that the "massive weird" system (no mention of clouds) is being claimed to be man-made because you want to believe that (or at least believe that he believes it).

You've already complained that he's acting too much like a fortune teller or astrologer, with wishy washy statements that don't mean anything, but now you're trying to pin down those statements by injecting them with your own meaning, instead of taking them at face value.

Seeding clouds isn't controlling the weather in any meaningful sense, it's influencing it a bit.

I'm not injecting meaning, just trying to find some.

Really don't care enough to argue this and there's a thunderstorm so I'm going to walk in the rain (which I personally believe was caused by our secret overlords from Uranus).

The Yank beam has been smoothing Alaska and letting California and Central America move in jolts.


Nothing to do with weather.

A quick search suggests that laser beams are used to measure the velocity of tectonic places - I didn't find anything to suggests that anyone is warming/cooling magma to try and change their movements.

If it was as widespread as "China, Japan, USA. Russia. also Oz, South Africa maybe, NATO, probably France, maybe Canada" doing it, then I would expect to find at least some hint of something.
