I don't think there is much to make of it. The dates are either an Americanised 9th and 11th of September, or this Sunday just gone and the 9th of November. Only the latter makes any sense in terms of his prediction of a massive geological trauma in Iceland in November.
He is unequivocal in his middle sentence, both that 'they' created the magma wave this morning and that 'they' are going to 'blow the big Katla' in November in order to disrupt Iceland. Quite why 'they' have got it in for Iceland is, as you suggest, a major mystery that only he can enlighten us on. Neither do I understand how or why the subsequent catastrophe could be blamed on the eclipse.
It's a bit like the Ricky McCormick case. There is a natural inclination to find meaning in apparently complex human constructs, but when it evades all attempts at interpretation, eventually you have to come to the conclusion that it's just raving. "We all have flaws, and mine is being wicked."
James Thurber, The Thirteen Clocks 1951
