The moderation tools on the links section are not in the best place. You have to click [view] on the right of a link and then the moderation tools are at the bottom.

You should be able to see them so long as you have "User can moderate Links section" in your user permissions / group permissions.

Still it's all tremendously obsolete now, no doubt. I think I've probably lost all the files again, too. I really shouldn't be trusted with things I create.
