Well to be honest, building an underground city wouldn't necessarily require creativity, just a lot of work. Plus, you could put areas aside for people to build their own stuff in.

I started mentally planning great underground cities about two or three times.

 

This was back in single player, with monsters and stone picks, so needless to say I spent a lot of effort getting not even close to being a hamlet. :'S

What about a model of the earth? Complete with core (glowstone), mantle (lava), crust (rock) then surface details (dirt, water and sand)?

It can, but it takes about 30 seconds to do so. It very quickly becomes tiresome, plus it wears out your tools something fierce.
