You can, but it's all effectively done by command line. And, speaking as a Cisco engineer, that's a pain in the arse.

With mobs turned off, it does nothing useful.

Well, apparently it makes fishing more successful, (but Minecraft fishing is even duller than real fishing, so nobody actually does it, and certainly not with auto-heal enabled).

It makes farmland wet, but ... so does a dumping a bucket of water in a hole, and that lasts longer (i.e. indefinitely).

The only benefit I've seen is that it covers things in snow in snowy areas.
